筆者前言: 這份《世界衛生組織 WHO-FIC 國際分類系列 2021》(World Health Organization–Family of International Classifications 2021)總計只有43頁 in PDF.  伴隨參閱《國際初級保健分類，第 2 版 (ICPC-2)》(International Classification of Primary Care, 2nd edition (ICPC-2))，已經或是計劃投入SDG3「確保及促進各年齡層健康生活與福祉」(Good Health and Well-being) 的法人及自然人單位，如何在《「地球限度」內的人類(永續)發展》  (World Development within Planetary Boundaries)科技建模當中的SDGs建模的 7個目標集群，從 IV. 「人類基本需要」 (Basic Human Needs)集群，包括 SDG1、SDG2及SDG3，提供了一個國際分類標準與框架。藉此，《可持續發展目標影響力標準》 (SDG Impact Standards at sdgimpact.undp.org) 可以立基於「人類基本需要」 (Basic Human Needs)集群為核心主軸，建立強化以大數據與致能/智能為驅動的開展模式應用!
